Terrorists take hostage the entire Government House muster as Governor-General Sir Samuel Grocott Fitzpatrick hosts his distant cousin Senator Joseph X. Fitzpatrick, the putative next President of the United States, along with major oil movers and shakers. New Prime Minister Ron Doshe had been about to join them, brokering a development deal with the Senator's company which, on the cusp of the New Zealand territorial seabed limits, has struck oil reputedly so vast it will downsize Saudi reserves to a petrol puddle. Instead, Ron is in the Civil Defence headquarters beneath the Beehive, inadvertently locked in his own superloo. The outcome lies with a reluctant Government House waiter who gained refugee status as a Kurdish boat person rejected by Australia.
