One of a series of five books which examine the relationship between local government activities and Maori as the indigenous people of Aotearoa. These studies look at various dimensions of that relationship from a range of different perspectives but in each instance always attempting to elucidate the Maori reaction and experience. "Local Government Reform and Maori" is a research-based comparative study of the two most recent legislative reforms of local government in 1988-89 and 2000-01. It is aimed at examining Maori participation in the policy formulation part of the reform exercise, and them at Maori responses to the evolving proposals culminating in the new legislation. It necessarily draws conclusions about how effective these processes are for Maori, specifically in relation to the outcomes they sought and articulated. Pita Rikys has had a 25-year involvement with the local government sector, most recently as a publisher, commentator and consultant.
