Long before the devastating events of 11th September 2001 many countries had developed ways to deal with terrorists, but for the most part these groups were regarded as only domestic threats. In describing what has gone wrong, the authors provide a way forward, arguing that policy-makers and practitioners must recognise the current threats to international peace and security, and take the difficult, but necessary decisions in order to deal with them.
